National Emergency Program Comes To California

California Emergency Management Agency Secretary Matthew Bettenhausen joined Federal Emergency Management Agency Region IX Preparedness Division Director Farley Howell today in welcoming state exercise planners to the National Emergency Training Center, Emergency Management Institute, Master Exercise Practitioner Program training.

Normally offered only at the National Emergency Training Center in Emmitsburg, Maryland, Cal EMA and FEMA partnered to bring the FEMA program to California.

“California is pleased to be the first state to bring national level training to our exercise planning community,” said Secretary Bettenhausen. “Training and exercise is an integral part of our overall emergency preparedness strategy.”

Master Exercise Practitioner Program candidates must complete a series of FEMA coursework prerequisites and have hands-on experience in exercise planning to be considered for the program. The program consists of three, four-day sessions and extensive homework assignments between each. The goal of the program is to increase the capabilities and knowledge of candidates in the mastery of overall exercise process in accordance with the policy, doctrine, practices and tools in the Homeland Security Exercise and Evaluation Program (HSEEP).

Approximately 60 students with representatives from California, FEMA IX Headquarters, Nevada, Oregon and private sector partners will participate.
